The Molise Regional administration defines an intelligent strategy of specialization, which can ensure competitiveness by respecting local tradition and culture while enhancing the region’s intangible heritage and promoting cohesion with the University and small/medium-sized regional enterprise systems. One of the main duties of the Regional Authority is to guarantee, across community, a free-of-charge or with participatory expenditure, the right to health through the provision of social and health services, be them physical, digital or otherwise. It is therefore a fundamental task for the Region to define the rules, plan, finance, control, quality, and suitability of the services provided by local health facilities in order to provide citizens with access to the services they need to protect, care and the recovery of health, while reflecting the principles of equal access and equal treatment for all.

For this reason, the Regional Authority has gladly accepted the task and the honor of submitting the present application for admission to this Notice through a Public/Private Partnership. This proposal is part of the Life Technologies Area. Thus, the organizational structure we identified as a result of the objectives of the project, is found in the General Directorate for Health (DGS) and its head, the regional macro-structure for the protection of the health of the Molise. The DGS has its own administrative and management offices, experienced facilities that will support and coordinate all project activities: the AA Management Support Service. GG., Which has one of its direct tasks for the Plans and Programs and Scientific Research Projects – Office Code: DS.AA.02 (5A.02) 001), the Social Policy Planning Office and ‘Office of Management Control and Information Systems. In conjunction with the General Directorate, these Structures will coordinate project activities and connect all project partners to a well-organized network. These facilities will also be joined by: (i) the Single Health-Care Organization of Molise (ASReM), which will provide its operators with a high degree of professionalism and (ii) Molise Dati, a subsidiary company that manages Molise Region’s Health Data Banks (BDS). In order to better understand the required organizational structure, it is important to illustrate, in order to better understand the context, what are the socio-economic characteristics of Molise. Molise is one of the smallest regions in Italy, both by population, with 313,348 inhabitants but progressively decreasing over time and territorial extension. It is administratively composed of 136 municipalities, predominantly small centers with a low population density, over 70 with less than one thousand residents, up to micro entities of 130/200 inhabitants. The territory sees a predominance of hills and mountains, with a small coastal strip. The domestic economy is historically oriented to services and agriculture, per capita GDP is among the highest in the Mezzogiorno, although it is below the national average. For the purposes of the presentation and in order to better justify its appropriateness with respect to the requirements of the Notice, it is necessary to state that Molisani are among the longest-lived Italians and among those with the highest expectation of life (especially for women), with the share of people over the age of 65 who is currently approaching 24% and is steadily increasing. This proportion is high compared to the low value of younger bands in the statistics. The old-age index, observed only in the time span of the last twelve years, has recorded an increase in values that has gone from 148.2 in 2002 to 186.2 in 2014. These estimates therefore place Molise at first places by incidence of over 65, both nationally and between the countries of the European Union. Phenomena such as the gradual aging of the population or how the elongation of average life will inevitably condition the coming years and we cannot but consider them as critical to put in place a careful proposal aimed at living environment technologies that support our socio-sanitary planning. In addition, the advancement of the aging process of the Molise population already exacerbates the rise in degenerative diseases and chronicity and on the onset of oncological pathologies. Scientific literature shows how to “weigh” the elderly population, not just from Molise in the factors determining the ordinary hospital admissions, the days of stay and the related costs. Like in the rest of Italy, even in Molise, much of the resources of the regional health budget are absorbed by hospital care for major chronic diseases (which, as stated, have a greater prevalence in the population over 65). The idea is therefore to propose, in the innovative perimeters of a public-private partnership involving all major actors of planned research and experimental development, complex systems imagined, designed, and directed towards the sustainable “person”. These can make a significant improvement to existing products, processes or services with the aim of creating and stimulating a development-friendly ecosystem, being directly and indirectly helping to curb the above-mentioned criticalities.

The University of Molise (UNIMOL), founded in 1982, has now about 9,000 students and about 1,300 graduates each year. Scientific research represents for the University of Molise a fundamental competitive and employment leverage. As the protagonist of the development and economic growth of the Region, the University pursues a strategy for strengthening the quantity and quality of relations with local institutions and with the business and professional world also through the promotion of research projects and technology transfer. The same commitment was made to participate in funding programs both in Europe and Italian funding programs. Quality of research is one of the most important factors in the mission of University of Molise, making the results achieved as a tool for progressive improvement and inward and outward communication, according to criteria recognized at European level.

The University of Molise has a staff of 280 faculties, 246 administrative and technical personnel, and is organized in six Departments: (i) Department of Agriculture, Environment and Food; (ii) Department of Biosciences and Territory; (iii) Department of Economics; (iv) Juridical Department; (v) Department of Medicine and Health Sciences “Vincenzo Tiberio”; (vi) Department of Humanities, Social Sciences and Education. This project will be coordinated by the Department of Biosciences and Territory (former Faculty of Science). The Department of Biosciences and Territory – located on Pesche (IS), Campobasso and Termoli (CB) – is a community of professors, researchers, students and technicians whose interests converge on the boundary between traditional ecological-environmental, biological, IT, engineering and architecture. The Department collects the adherence of scholars and technicians whose interests converge on the boundary between traditional disciplines for basic scientific training (mathematics, physics, chemistry and biology), applied sciences (biotechnology, environmental, forestry, computer science, economics and engineering and architecture) and socio-economic ones. The “SofTware and Knowledge Engineering” (STAKE lab) is part of the Department of Biosciences and Territory. The STAKE lab is dedicated to promoting the state of the art in software engineering and knowledge engineering. Specifically, the STAKE lab aims to bring together the various software engineering and knowledge engineering research activities at the University of Molise to exploit synergies between members and disseminate the most relevant research results. The main goal of the STAKE laboratory is to improve user productivity and develop innovative decision support systems. In particular, the STAKE laboratory is concerned with the definition of recommender systems and decision support systems for various activities related to: (i) development and maintenance of large software systems; (ii) managing projects and resources in large organizations; (iii) optimizing production and decision making processes.

The University of Sannio aims to the promotion, the organization and the development of teaching, high education and scientific and technological research, the cultural and professional education of students, the promotion of culture and innovation in the civil society. The University of Sannio promotes the research to express its competitiveness at several levels, in spite of its medium-small size and aims to value its peculiarities and strong points. Under this vision, the physical and information infrastructure, supporting research, has been enhanced, thus improving the capability of attracting external grants, even in a complex socio-economical context. The University has a significant level of internationalization, which has been further improved in the last three years, in the direction of a qualified research. The International nature of the research, in terms of International collaborations, products and impact, achieved relevant results. The research activity performed at the University of Sannio has got positive results in the recent National Evaluation of the Research Quality, showing points of excellence.

The University is organized in three Departments: the Department of Law, Economics, Management and Quantitative Methods, the Department of Engineering and the Department of Science and Technology. The Departments, established with a specific scientific and didactical project, provide functions and services to support the scientific research and the didactical and educational activities. The Departments have got administrative, organizational and economic independence, within the limits of the current regulations. They have available spaces and structures for research and didactics.
The Department of Engineering, established October 24th, 2001, comes from the collaboration of the three areas of Civil and Environmental Engineering, Industrial Engineering and Information Engineering, to guarantee an up-to-date scientific research and a wide-spread didactical offer. After the introduction of Law No. 240 of the Dec. 30th, 2010, starting from September 10th, 2013, the Department of Engineering has received also the functions aimed at the execution of didactical and educational activities (study programmes, master programmes, PhD programmes), that were under the competence of the Engineering Faculty.
The Department aims at organizing and promoting the research in the above mentioned scientific areas and at coordinating the research structures, activities and programmes.
Within its competence areas, the Department of Engineering: (i) Integrates research with high-education activities, to strengthen the National scientific and technological background and to stimulate entrepreneurship in innovative sectors; (ii) Establishes collaborations with companies to support the strategic research and attract foreign investments; (iii) Implements organizational strategies for the development of networks of National and International cooperation, fostering the attraction of Italian researchers working abroad, and the mobility of researchers among Universities and public and private research bodies.
Moreover, the Department is appointed to the promotion of cooperation among the different scientific areas and to the multidisciplinary approach to research funding, operated by the Government, Regions, National and International bodies, the European Union and the companies. Finally, it deals with the support and the verification of the quality of the research, conducted within the Department, with the aim of gaining scientific relevance in the National and International context and of cooperating to the didactical activities of the courses in the areas in its competence.
The Research Unit (RU) of the Department of Engineering, participating to the project is the Group of Research of Signal Processing and Measurement Information (GESIM). It deals with developing new algorithms and architectures for advanced and precision measurement systems, for the measurement signal processing and for the characterization of components and systems. The RU collaborates with important International research bodies, such as the NIST (National Institute for Standards and Technology) – United States, the CERN – Switzerland and the NARlabs (National Applied Research laboratories) – Taiwan. In particular, the RU received recently a grant from NIST of about 500000 $ for the development of a system for the precise phase measurement of sinewave signals. The RU participates to the activities of the Technical Committee No. 10 of the IEEE Instrumentation and Measurement Society. Within these activities, it participated to the definition of the IEEE Std. 1057, IEEE Std. 1241, IEEE Std. 181, IEEE Std. 1658. Moreover, it participates to the definition of the new standard P2414 Standard for jitter and phase noise. It has got several collaborations with other Universities and National and International research bodies, such as the Technical University of Lisbon (IST – Portugal), of Kosice (TUKE – Slovakia), of Prague (CTU – Czech Republic), the Technical University of Stockholm (KTH) and the University of Gavle (Sweden), the University of Ottawa and the Memorial University of St. John’s (Canada) and the Ecole Nationale Superieur of Bordeaux (ENSEIRB – France).

Consorzio Italia is a Social Cooperative born in May 2011 with the aim of creating a concrete point of reference within the Services Sector. Precisely among the primary goals are the human promotion of local communities and the social integration of citizens obtained through the planning of solid responses to the needs of individuals and groups. These should be added to the development of development processes in the area of sustainability, equal opportunities and social equality in an increasingly multiethnic context
and therefore needing values centered on cooperation and solidarity.
The operational strategy pursued by Consorzio Italia is to foster the creation of a network of territorial services addressed to the person in order to enhance all the strengths and resources offered by local structures and bodies so that values, such as capacity, availability, creativity, solidarity and empathy with the neighbor.

Consorzio Italia’s guiding idea is that the services sector should not only be understood as having public authority but it can be projected towards a unified vision of interventions where public and private subjects work in absolute synergy in the process of managing and distributing resources . Consorzio Italia believes that the community must take care of social-welfare issues and related issues by critical choice and not by law. To this end, it is supported by the transition to an integrated system where the server is no longer conceived as a mere finalist but in the dual role of user and customer who is able to orient itself towards who best suits the services it needs.
Consorzio Italia manages its socio-sanitary services on relying on public entities (Commune, Asl, Scope, Region, etc) through procurement or accreditation procedures. This mode allows the citizen / user to receive a voucher assigned by the public body to choose one of the various accredited providers independently. In addition, Consorzio Italia, also serves its services to private individuals. In an increasingly computerized society, the advent of e-commerce has become a key milestone in the world economy, so Consorzio Italia offers its customers the opportunity to purchase standard and customizable care packages according to the needs of the individual and his / her family. Therefore, the Consortium is orienting itself towards a constantly evolving reality in which the direct relationship between distributor and supplier is privileged, guaranteeing privacy, security and transparency.
Everyday engaged in providing services that promote the growth and social development of their territories, such as the Social Secretariat, as well as providing home-based and integrated care for a specialist team to support the elderly and those who are affected by disability or other forms of illness, the Consortium offers further child and adolescent services such as Daycare Centers, Territorial and Family Centers.
He also has projects related to Pathological Dependencies and Specialist Assistance in schools for pupils with disabilities, facilitating their school and social integration.
Today Consorzio Italia operates on the whole national territory according to an innovative model of doing business; It includes 11 Social Cooperatives specializing in a variety of thematic areas with which it has established a cooperation relationship, a Cooperative, a Training Consortium, a Training Authority and a security consulting company, with particular regard to that of territory and civil protection.

DISC S.p.A., is a system integration and software engineering software house specializing in the design and development of IT solutions, has been operating since 1984 on the national and international market. The company employs 160 people and invoices over 19 million euros a year, divided into two divisions, the applications and systems divisions, respectively. The company has important business partnerships with leading Italian consulting and software design companies and is certified by major IT vendors and international system providers.
In implementing DISC internal projects, it chooses to apply an AGILE methodology in order to reduce the risk of bankruptcy by developing software in limited time windows.

Each iteration represents a small, self-contained project and contains what is needed to deliver an increase in software capabilities: planning, requirements analysis, design, implementation, testing, and documentation.
Scientific research and the development of innovative solutions for DISC is a key competitive and occupational leverage, also through collaboration with strategic partners and clients in the medical field.
Within the structure, the R&D department is always mindful of the needs and the demand for innovation that can be solved through the use of IT solutions. Collaboration with real-world expertise in research topics such as Universities and specialized centers allows you to be always alert and up-to-date on the development needs of the community. ModaImpresa was created by the will of some former colleagues of Ittierre, who decided to invest the know-how acquired in over 20 years of experience, to develop a self-funded entrepreneurial project. The organizational structure of ModaImpresa s.r.l. is composed as follows: a managing director, an administrative clerk, a sales clerk, a debt collector, a purchasing and logistics office clerk, a style and product office clerk, a production office clerk and three specialized tailor-made tailors. ModaImpresa has the skills to carry out all activities ranging from the design of a boss to the completion of the finished product. The various stages of the process are related to the design of the design template, the sketch made by the style office, and the prototype activities of the product office. Moreover, after the creation of the prototypes will follow the completion phase of the sample leader, followed by the sale of the finished garment.
